hi there, good question...
this could depend on where you are in the world and your local climate...
an example for uk where i am:
last risk of frost is mid-May so then is safest time to actually plant outside but you can risk a couple weeks earlier..so working backwards from that is what you should do..
How much indoor space do u have to spare for it? and what light are u planning on using - led/electric type or windowsil sunlight for example? if enough space and light you could start now...
if you germinated now you have nearly 3 months indoor veg time and could put out a plant 4+ feet tall and very bushy easily. It would then have a couple more months veg time before flowering would start in late summer
Be sure to choose a suitable cultivar for your local climate.. something with high resistance to mould also advisable

Thank you much appreciated I’ll start like yesterday as I’m in a very warm place like so warm my plants will need shade in the dead of summer (well they did last year) I am using a green house not much space though as I’ll hide them in there until I can move them out...
I live up near Lake Ontario in North America to get a jump on the season we use cold frames to protect the plants from frost, they are kind of like a mini greenhouse.
Cold frames are easy to set up all you need are some old windows, scrap wood, or bails of straw.
