I have low access to electricity so lights a difficult option for me currently I have 9 hours and 43 mins of sun

Hi mate welcome to Percys... the plant needs plenty of light to grow properly. 9 hours may not be enough to get a decent grow on. temps should be over 15C at all times really, preferably around 26c. You cant really have one or the other, you need both light and heat to keep happy plants

I know allot of unhealthy or sad people and still get jobs done lol...that is to say will they start off flowering or will they veg all the way till autumn

if they are getting less than 12 hours of light, they will flower mate
Only having that little light they won't grow as big or as fast, as soon as they are ready though they will start to flower, it'll be almost like growing an auto flower strain....almost. If there's any light you can add to help the plant absorb more light the better

After seeing the title again and thinking some more I've was wondering if these are out door plants? If so and you can survive the cold until the warm weather hits and the days get longer then YES they should grow properly as you get more light. There's a small chance they could start flowering and then revert back to veg as the light gets over 12 hours but that usually only happens indoors when we control the lights and environment.
